Impact fees are designed to ensure that the new development pays its fair share of the costs associated with the increased demand for public services and infrastructure that the development creates.
On April 20, 2021, the City Council retained Raftelis Financial Consultants, Inc. (“Raftelis”) to perform a comprehensive utility rate study, including an evaluation of consolidating the two enterprise funds, impact fees, and miscellaneous service charges and fees. The basis for the study was a financial forecast prepared for Fiscal Years 2021 through 2025.
In February 2023, with the increasing cost of new construction and a bid of $58 million for the Water Reclamation Facility expansion, the City Council approved a new study for Raftelis to update the impact fee. The updated study was provided to the City Council at its regular meeting on May 1, 2023, and the Council approved moving forward with the steps necessary to implement the recommendation in the Raftelis update.

At a public hearing held on June 20, 2023, the City Council approved Ordinance No. 03-2023, increasing the impact fee. The increase, which is greater than 25% but less than 50% of the current fee, will be implemented as required by the Florida Impact Fee Act over the course of four years in equal annual increments of $503 beginning with the effective date of the ordinance until it reaches $6,326. The ordinance’s effective date of September 18, 2023, is more than the 90-day waiting period after the advertisement noticing the proposed increase, as required by the statute.
