TITLE: UTILITY MANAGER
DEPARTMENT: PUBLIC SERVICES
STATUS: EXEMPT, SUPERVISORY
SALARY RANGE: $43,600 to $56,160
GENERAL DESCRIPTION:
This is a full-time, exempt, managerial position. Workload requires a minimum of 40 hours per week. Attendance at periodic meetings outside of standard office hours may be required. Supervisory work responsible for the safe, and efficient continuous operation of the City’s water, sewer, wastewater utilities, reclaimed water systems and solid waste transfer station. Work is performed under the direction of the Director of Public Services or his/her designee.
ESSENTIAL JOB FUNCTIONS:
- Plans and directs safety, operations, construction and maintenance functions of the utility
- Ensures compliance with all regulatory requirements
- Prepares budgets and capital improvement plans
- Attend SSRUS Board meetings and City Council meetings
- Supervises employees and inspects operations
- Prepares operational, regulatory/compliance and other written and verbal reports
- Prepares work schedules and coordinates between maintenance and operations
- Performs customer service activities
- Evaluates work performed by employees

MINIMUM QUALIFICATIONS:
KNOWLEDGE, ABILITIES AND SKILLS:
- Knowledge management and leadership best practices
- Knowledge of the operations and maintenance of municipal utility systems
- Knowledge of the occupational hazards to worker’s health and individual safety involved in utility operations
- Knowledge of remote telemetry systems as they apply to plant operations
- Ability to apply these rules and knowledge to assure precautionary measures are in place and adhered to
- Ability to interpret laboratory data as it relates to various chemical processes and be capable of implementing changes in feed systems to optimize treatment
- Ability to organize, establish priorities, supervise technical employees and to assure high quality operations at all times
- Ability to develop sound record keeping procedures and to prepare accurate records
- Ability to understand complex directions and to follow moderately complex prints and sketches
- Ability to prepare written reports and to be able to present them orally and professionally
EDUCATION AND EXPERIENCE:
Graduation from an accredited two-year college with an Associate’s Degree in a related field. Minimum of five (5) years’ experience of progressively responsible experience in the water and or wastewater utility field, with at least 3 years of supervisory experience. (A comparable amount of training, education or experience can be substituted for the minimum qualifications.)
LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
Possession of a valid driver’s license (FL Issuance within 6 months of hire)
And at least 2 of the following with preference given to the first 2:
- Level A Wastewater Operator Certification
- Level C Water Plant Operator Certification
- Water Distribution Certification
- Backflow Tester Certification
- Class B CDL
ESSENTIAL PHYSICAL SKILLS:

- Moderate (15 to 44 pounds) lifting and carrying
