
Jeff Huggins, Public Works Director
Jeff Huggins, P.E., joined the City of Gulf Breeze in July 2025 as Development Services Manager and was promoted to Public Works Director on January 3, 2026. With more than 15 years of professional engineering experience, he brings strong technical expertise and a collaborative leadership style to the role. As Director, Jeff oversees major infrastructure and utility initiatives that support sustainable growth, resiliency, operational efficiency, and long-range capital planning in alignment with the Mayor and City Council’s priorities.
Public Works
The City of Gulf Breeze Public Works Department plays a vital role in the daily life of everyone who lives, works, and visits our community. Made up of five key divisions — Natural Gas, Natural Resources, Development Services, the Gulf Breeze Regional Water System (GBRWS), and Utility Billing — the department provides essential services that keep the city running smoothly.
Our responsibilities span far and wide, including development review, design and construction, and the ongoing operation and maintenance of critical infrastructure. This includes water and sewer systems, natural gas, streets, ditches, sidewalks, traffic control, solid waste management, and the operation of the City's waste transfer station. The Utility Billing Department ensures customer accounts are managed efficiently, providing timely support and accurate service billing for our residents and businesses.
