City of Gulf Breeze’s Short-Term Vacation Rentals (STVR)

Short-Term Vacation Rental (STVR) Registration Guide 

This guide walks you through the steps to obtain the required Registration Certificate.

On November 18, 2024, the City Council adopted Ordinance 05-2024 establishing registration requirements for short-term rental property owners. This ordinance aims to:

  • Enhance communication between the City and property owners—or their designated contacts.
  • Address issues effectively.
  • Promote safe, neighborly, and transparent operation of short-term rentals while balancing property rights and community concerns.

Required Documents

Before starting the registration process, ensure you have electronic copies of the following :

  1. Property Deed – Obtainable from Santa Rosa County Property Appraiser.
  2. Government-Issued ID
  3. Proof of Payment for Santa Rosa County Business Tax Receipt (BTR) – Obtainable from Santa Rosa County Tax Collector.
  4. Articles of Incorporation and Fictitious Name Registration – Obtainable from Sunbiz.org.
  5. Florida Department of Business and Professional Regulation (DBPR) Vacation Rental Dwelling License – Obtainable from Florida Department of Business and Professional Regulation.

Inspection Process

As part of the Registration Certificate process, your property will be inspected by the Fire Department and Community Services representatives. For your convenience, reasonable attempts will be made to coordinate these walk-through inspections at the same time.

Once your application is received, the City will contact you or your or designated responsible party to schedule the inspections.

The inspections will:

  • Verify the accuracy of the information provided in your application
  • Ensure compliance with minimum fire and life safety standards

To assist with the registration process and identify STVR properties within the city’s corporate boundary, the City has prepared an interactive STVR Map. The map is populated with publicly available data from DBPR’s vacation rental dwelling license database.
