DEPARTMENT: PUBLIC SERVICES
SALARY: $19.00 – $25.00 per hour
GENERAL DESCRIPTION:
An employee in this class is responsible for planning, coordinating, supervising and inspecting the work of subordinate employees. The employee may perform more difficult aspects of the operation. Work is performed under the general supervision of the Natural Gas Superintendent.
ESSENTIAL JOB FUNCTIONS:
- Supervises subordinates in daily job activities
- Plans, organizes, and coordinates the activities of the natural gas, streets, and stormwater
- Oversees training of new employees
- Receives work orders; plans and assigns work of subordinates
- Makes and adjusts work assignments
- Maintains reports and records as they apply to the job functions
- Reviews and evaluates the work of subordinate employees
- Maintains certification for heat fusing polyethylene pipe
- Prepares requests for equipment, supplies, and materials
- Reports defects and needs for major repair to the Public Services Director
- Participates in the development of procedures, policies, and standards for the activities of the department
- Enforces the use of proper procedures, standards, and safety operations
- Coordinates and inspects the work of contractors to ensure compliance with regulatory rules and department procedures
MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of materials, methods, practices and equipment used in natural gas, streets, and stormwater facilities for installation, maintenance, and repair activates
- Considerable knowledge of supervisory methods and techniques
- Thorough knowledge of Part 192, Federal Pipeline Safety Act, Chapter 25.12, Florida Statutes, and other regulations of the natural gas industry
- Ability to remain updated on the changes in rules, regulations, and procedures
- Ability to understand, interpret, and effectively carry out complete written and oral instructions
- Ability to establish and maintain effective working relationships with associates, contractors, regulatory officials, and the general public
- Ability to maintain records
- Ability to prepare oral and written reports
- Ability to make estimates of time, labor, and materials needed for designated work projects
- Thorough knowledge in business and residential leak surveys, atmospheric corrosion surveys, gas leak detection, line locating, valve maintenance, and corrosion control
EDUCATION, EXPERIENCE AND CERTIFICATIONS:
- High School Diploma or Equivalent
- Be certified for heat fusing polyethylene pipe
- Industry Standard Certification in Corrosion Control Practices and Procedures (i.e. NACE)
- Gas Measurement and Regulator Training
- Pressure Regulating Station Training
- Sediment and Erosion Control Inspector
- Storm Water Operator Certification
- Advanced MOT Certification
- DOC Inmate Certification
- Natural Gas Operator Qualifications
- Valid Florida “A” Commercial Driver’s License
- Five years of experience in natural gas distribution, including construction, maintenance, leak detection and cathodic protection.
- Experience in heavy manual labor and the use of hand and light power tools as used in the natural gas industry
- With the exclusion of years of experience, above training may be acquired within 6 months of employment
PHYSICAL SKILLS:
While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk, smell and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, crouch, and crawl. Specific vision abilities include close, distance, color, peripheral vision, and depth perception.
