The City of Gulf Breeze has several volunteer Boards and Committees: Advisory Park Board, Architectural Review Board (ARB), Board of Adjustment (BOA), Development Review Board (DRB), South Santa Rosa Utility System Board (SSRUS), and Tourist Development Advisory Committee (TDAC).
The following is a brief description for each Board.
The Architectural Review Board (ARB) reviews projects which meet the applicability requirements found in Chapter 26 of the Municipal Code of Ordinances and the City’s adopted design guidelines. The ARB is an advisory Board to the City Council and consists of City (32561) residents appointed by the City Council. The Board meets on the third Thursday of each month if there are projects to be reviewed. The term limit for this board is two (2) years with two consecutive term limitations.
ADVISORY PARK BOARD
The Advisory Park Board serves as the liaison between the Parks and Recreation Department, the citizens of the City of Gulf Breeze and City Council, by providing recommendations on plans and programs designed to enable the Department of Parks and Recreation to maintain and improve city parks and provide recreation programs for the general welfare of the people of the City. The Advisory Park Board serves in an advisory capacity only to the City Council. The Board meets on an as needed basis. The term limit for this board is two (2) years with two consecutive term limitations.
The Board of Adjustment (BOA) hears applications for variances from our Land Development Code of Ordinances. The Board of Adjustment is a Quasi-Judicial Board that consists of City (32561) residents appointed by the City Council. All decisions made by the BOA are final and the applicants only appeal is to the Santa Rosa Circuit Court. The Board is not empowered to hear the case again. The Board meets on the fourth Tuesday of each month if there are cases to be heard. The term limit for this board is three (3) years with two consecutive term limitations.
BOA Board Members are required to file a Statement of Financial Interests (Form 1) annually as defined in Section 112.3145(1)(a)(2)(d), Florida Statutes.
The Development Review Board (DRB) hears applications for construction within the City Limits not requiring a variance, and is an advisory board to the City Council. The Development Review Board consists of City (32561) residents appointed by the City Council. The Board meets on the first Tuesday before the second Monday of each month if there are cases to be heard. The term limit for this board is two (2) years with two consecutive term limitations.
DRB Board Members are required to file a Statement of Financial Interests (Form 1) annually as defined in Section 112.3145(1)(a)(2)(d), Florida Statutes.
SOUTH SANTA ROSA UTILITY SYSTEM BOARD:
The South Santa Rosa Utility System (SSRUS) Board may advise and make recommendations to the city council regarding subject matters, including policies and procedures relative to utility operations, services and standards, budgeting and financial oversight, long-range planning for operations and capital investment expenditures for the South Santa Rosa Utility System as well as bid proposals.
The SSRUS Board consists of one Councilmember appointed by the Mayor and at least three to six members who are appointed by the City Council. Members of the South Santa Rosa Utility System Board shall either (1) reside within the city (32561) or (2) be a customer of the South Santa Rosa Utility System Board and reside within either the city or in the territory(32563) serviced by or franchised to the South Santa Rosa Utility System. The SSRUS Board meets the second Monday of every other month. (February, April, June, August, October and December) The term limit for this board is two (2) years with no term limitations.
TOURIST DEVELOPMENT ADVISORY COMMITTEE:
The Tourist Development Advisory Committee (TDAC) is to receive advice, input, and recommendations on expenditure of tourist development revenue received from Santa Rosa County. The at large members of the Tourist Development Advisory Committee will be, to the extent possible, individuals with expertise in the hospitality industry. The committee meets as needed with the purposes of recommending expenditure of tourist development tax proceeds. The term limit for the TDAC is two (2) years with the option of an additional two (2) years with approval by the City Council.
