Fairpoint Septic-to-Sewer (STS) Conversion

STATUS UPDATES:

5.8.25: Air Design is currently converting properties on Fairpoint. At present, only one crew is dedicated to this area, which may result in occasional delays for conversions.

4.24.2025: L&K is currently working on converting Priority 1 addresses. To date, 18 connections have been made, approximately 25% complete.
Priority 1 Addresses:
304, 352, 407, 413, 427, 429, 435, 504, 614 Fairpoint and 85 & 87 Shoreline Drive

4.1.2025: Tentative conversions for the next two weeks will be as follows:

4.1.25: 522 Fairpoint
4.2.25: 19 McLane
4.3.25: 329 Fairpoint
4.4.24: 301 Fairpoint
4.7.25: 304 Fairpoint
4.8.25: 327 Fairpoint
4.9.25: 352 Fairpoint

4.11.25: 413 Fairpoint

3.28.25 Air Design will begin setting tanks for the Fairpoint Priority 1 areas today and continue down the priority list for conversions.

3.14.2025 The Project Manager is coordinating with L&K and their subcontractors to secure tentative installation dates for the conversions. Air Design currently does not have a dedicated crew assigned to this project area; however, they have notified the City that a dedicated crew will begin work on this project starting Monday, March 17, 2025.

 

CURRENT IMPACT FEE: $5,320
The current sewer impact fee is $5,320 and can be paid in full or financed over ten years in interest-free monthly installments of $44.33 through the city. If residents opt for the payment plan, repayment will commence once the plan is established. However, residents will not receive invoices for sewer services until the property is connected to the sewer. Following the connection of the property and initiation of sewer service, the anticipated monthly sewer bill will amount to approximately $20.10, in addition to $5.09 for every 1,000 gallons of usage. However, this figure is subject to potential increases, as rates are subject to periodic revisions. Residents seeking to establish the payment plan must first submit the UTILITY SERVICE APPLICATION form to the Utility Billing Department to initiate their new sewer account. Alternatively, residents may visit the Utility Billing Department at 311 Fairpoint Drive to arrange the payment plan.

1.16.2025 PROJECT UPDATE:

As of January 16, 2025, 15, 16, 20, 22, and 24 N Sunset Blvd. have been connected to the sewer. However, septic tanks still need to be demoed or abandoned, and restoration needs to be completed.

The priorities for Navy Cove, Driftwood, and Fairpoint will be converted next, aiming for a tentative completion date of January 31, 2025, for these priority connections. Septic tank abandonment and restoration will follow.

12.18.2024  Please be informed of the 'TENTATIVE' pump installation dates for the properties listed. Should you have any questions or concerns, do not hesitate to reach out to me. 12.6.2024 We would like to inform you that our contractor has successfully installed approximately 35 service boxes. Starting Monday, December 9, 2024, I.C.E. (electricians) and Air Design (plumbers) will begin work on converting services for Priority 1 addresses. I have requested that our contractors provide tentative installation dates, and once I receive them, I will share that information. Please contact me if you have any questions.

10.29.2024 Construction Commences

L&K Contracting has been contacting residents and installing individual services and boxes along Fairpoint Drive. Once all services are installed, L&K will begin with the Priority 1 areas for conversion.
Please be advised that the MUP (multi-use path) is being temporarily cut in several locations to facilitate L&K's identification of the underlying utilities. L&K will be applying cold patches in these areas during the work. Once construction is completed, the MUP will be repaved to restore its original condition.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

CONSTRUCTION IS TENTATIVELY SET TO START ON MONDAY, OCTOBER 14, 2024!

An L&K representative may visit your residence to locate your septic tank and determine the best spot for installing the sewer service box.

PROJECT STATUS: 8.30.2024 A pre-construction meeting for the septic-to-sewer conversion has been scheduled for Tuesday, September 17, 2024, at 9:00 a.m.  After the meeting, I will post the official construction start date to Group Me and this project page. If you have not submitted the contractor's Right of Entry form, please do so at your earliest convenience. For questions or concerns, contact the Project Manager at 850.203.6038. Please click on the above link to submit the Contractor's ROE form electronically.

A start date has not been determined yet, due to the extensive lead time on materials. Residents are encouraged to download the GroupMe app and join the Fairpoint STS page for updated communication between the City and residents of the Fairpoint STS project by clicking the following link: Fairpoint STS - Group Me Link

The Fairpoint STS Conversion project was awarded to L&K Construction on Monday, May 6, 2024. A pre-construction meeting will be scheduled with the contractor. 

Pre-bid meeting scheduled for 3.26.2024 at 9:00 am.
Bid opening: 4.9.2024 at 2 pm

City Staff has prepared the majority of the bid documents. Staff plans to have documents finalized by February, 2024 followed by the advertisement of the Invitation to Bid.

BACKGROUND:

The City Council approved an 8-year $15 million plan for septic removal inside the City. Planning began in 2016 when the City Council created a program to encourage and support the removal of septic tanks and promote connection to the City's sewer collection system.

On August 16, 2021, City Council authorized multiple invitations to bid for the conversion of 167 properties, from septic-to-sewer where existing sewer infrastructure is available, which include the Fairpoint Drive Septic-to-Sewer Conversion area. On December 19, 2022, the Fairpoint Drive STS conversion advertisement was published; however, zero bids were submitted. December 4, 2023, City Council approved the re-advertisement of Fairpoint Septic-to-Sewer area.
