Shoreline Drainage Basin Project - Phase I

In August of 2021, the city applied for two HMGP grant awards from the Hurricane Sally disaster allocation with assistance from Pegasus Engineering, LLC. One of the grant applications was for the Shoreline Basin Drainage project. This project encompasses two of the city's stormwater master plan projects developed through the Stormwater Taskforce. In April 2022, the city was informed that the project met the cost-benefit analysis requirements and would be funded for design. On August 15th, 2022, the City Council approved the Hazard Mitigation Grant Program (HMGP) award agreement for $142,500 with the Florida Division of Emergency Management to design the Shoreline Basin Drainage Phase I Project and authorize the Mayor to execute the grant agreement. The agreement allows for FEMA funding to pay for the design of the project. Upon completion of the design and an opinion of probable cost from the engineer of record, an additional cost-benefit analysis will be required to receive the construction funding for the project.
On September 7th, 2022, the City Council authorized staff to advertise a Request for Qualifications (RFQ) for the Shoreline Drainage Basin Phase I Project funded by the Federal Hazard Mitigation Grant Program (HMGP). The City received the Department of Emergency Management's approval of the Request for Qualifications on December 19th, 2022. The city's first advertisement received only one response. Because of federal requirements, the city must receive at least two submittals to qualify as a competitive procurement. City Council authorized re-advertisement of the request on March 20, 2023, and the city received two submittals on May 16, 2023, in response to the request.
The selection committee met on June 13, 2023, for presentations by the two responding firms. Following the presentations, the committee held a third publicly noticed meeting to evaluate the responses and provide their final rankings. The Committee selected McKim & Creed as the recommended firm. Both firms exhibit excellent qualifications and could perform the work. On June 20, 2023, City Council approved the selection committee's recommendation for the selection of McKim & Creed to provide professional services for the Shoreline Drainage Basin Phase I Project and authorized staff to negotiate a contract and fees with this firm.
