Whisper Bay #5 Lift Station Rehabilitation

Project Status:

5.8.25: Bid Package is being released today, May 8, 2025, and will close on June 5, 2025, at 2:00 p.m.
4.14.2025: The bid package has been sent to the Procurement Office for review and approval before advertising.

4.9.2025: The City Council approved the authorization to re-bid this project at the April 7 City Council Meeting. Staff has received the updated bid documents from Dewberry and will proceed with the advertisement of this project. Procurement and the City's Attorney will need to approve/review the bid package prior to advertisement.

3.10.2025  Staff is seeking approval from the City Council to re-advertise this project at the April 7, 2025 city council meeting.

Background:

The Whisper Bay #5 Lift Station is a critical piece of infrastructure for the Gulf Breeze Regional Water System and the project is part of the deferred maintenance and lift station hardening program approved by City Council. Whisper Bay Lift Station #5 is currently responsible for pumping wastewater for 68 homes near Whisper Bay Blvd. The lift station is currently in need of repairs and upgrades.

On Tuesday, March 7, 2023, the GBRWS's staff discovered that both pumps for the Whisper Bay 5 Lift Station had catastrophic failures. Staff installed an emergency by-pass pump and recommended the complete removal and replacement of both pumps, along with the bases, control panel, quick disconnect, and a new backboard.  Neither of the pumps were salvageable, and most of the parts had reached the end of life. This project will include the complete rehabilitation of the lift station, including piping and the electrical control panel.

In May 2023, the City Council approved a Master Services Agreement with Dewberry Engineers Inc. for projects below the threshold ($300k) required by the Consultants Competitive Negotiation Act (CCNA). Dewberry Engineers is a highly qualified engineering firm that has extensive experience in designing and constructing wastewater treatment infrastructure. They are also familiar with the City's/GBRWS's design requirements and regulations. The cost of the professional services fee is $30,050.

Funding for this project is available as part of the GBRWS's Capital Improvement Plan.

1.2024: Bid Opening was held on 1.26.2024. The city received 2 bids, and both bids were extremely higher than the estimated OPC. After review and discussion, the City has elected to reject all bids received and will not rebid this project at this time. It may be budgeted for a different fiscal year.
