Highpoint Water Main Replacement

The project consists of installing a 6” PVC Water Main and appurtenances necessary to replace approximately 4,775 linear feet of an existing 6-inch asbestos cement water main on Highpoint Drive, Madrid Avenue, Cadiz Street, Valencia Street, Oviedo Street, and Cordoba Street in Gulf Breeze, Santa Rosa County, Florida. The project also includes the proper reconnection of existing water meters, fire hydrants, connecting water mains, including the valves, fittings, and all appurtenances necessary for a complete and operational system, property restoration, and the abandonment of the existing asbestos cement water main. The city intends to ensure the safe and efficient replacement of the water main by upgrading the water distribution system to comply with current safety and environmental standards.

Highpoint Water Main Replacement

4.23.2025: The City has received project close-out documentation from the contractor and is awaiting project closeout documentation from Baskerville and Donovan, Inc. (BDI). Once received, the project will be completed/closed.

3.28.2025 Plants have been planted. City is waiting on final payment app, as-builts, and warranty information to officially accept and close out the project.

2.5.2025 Utility Services submitted the GIS data for this project. Utility Services waiting for plants to arrive so they can complete restoration for both intersections before finalizing project.

12.11.2024 The waterline has been successfully replaced, and residents of the project have been successfully tied into the new water main as well. Utility Services is finishing the pavement patches and restoration needs throughout the project area. The project is scheduled for completion by January 16, 2025.

11.20.2024: We are pleased to announce that construction is nearing completion. Utility Services Company is now preparing to restore the project area back to its original condition or better! Thank you for your patience during this process.

Status Update: 10.3.2024  Utility Services has completed the final pressure test and tied into the new main. Now, they are pulling bacteria samples to clear the entire new main. Once the samples are cleared, they will begin tying-in residences to the new main.

Phase IV: Road Closure September 10, 2024 - November 12, 2024
Utility Services is between 52 Highpoint and Madrid and will finish up through Madrid today, 9.9.2024. Highpoint Drive will reopen from Madrid to Madrid, and the section between Cadiz and Madrid will be closed. The crew will be out of the roadway except for one driveway (44 Highpoint). Cadiz and Madrid are tentatively set to reopen on 9.20.2024.


Phase III: Road Closure August 19, 2024 - September 9, 2024

Phase II: Road Closure August 2, 2024 - August 9, 2024

Highpoint Drive is now closed to through traffic starting from the intersection with Cadiz Street and extending just beyond the intersection with Madrid Avenue. Additionally, both intersections will be closed to westbound through traffic. The Phase II Road Closure is anticipated to conclude by August 9, contingent upon favorable weather conditions. 

Phase I: Road Closure Beginning 

June 17, 2024 – August 21, 2024
Highpoint Drive will be closed to through traffic from the intersection of Fairpoint Dr. & Highpoint Dr. to the intersection of Highpoint & Cadiz St.

PROJECT STATUS WEEK OF JULY14-20: Active construction continues to occur approximately from 120 Highpoint to 104 Highpoint.  

PROJECT STATUS WEEK OF JULY 7-13: Utility Services continues to replace 

the water main along Highpoint Dr. 

PROJECT STATUS WEEK OF JULY 1-5: Utility Services has replaced approximately 1,452 feet of water main pipe. There will be no construction activities July 4 & 5, construction will resume Monday, July 8.

 

PROJECT STATUS WEEK OF JUNE 23-29:
Due to essential construction work to install the Highpoint Water Main 

Replacement, temporary road closures will continue in your residential area through November 12, 2024.
Construction has been broken down into four phases. During the construction phases, the affected roads will be closed to all through traffic. Local traffic will be permitted but may experience delays. We ask that the residents please plan accordingly. Street parking in the affected areas may be temporarily restricted. Residents are encouraged to use alternative parking options. Please take note of the following dates and road closure details for each phase:

PROJECT STATUS WEEK OF JUNE 10-14:

Utility Services will be working along 124 through 142 Highpoint Drive. They will continue to perform open-cut excavations, installing the new pipe and services.

STATUS UPDATE: The construction start date has been pushed back to the end of June/early July as the contractors' lead time for materials is longer than anticipated. 

Notice to Proceed was issued on May 1, 2024.
The preconstruction meeting was held on 5.1.2024. Construction is set to begin Monday, May 13, 2024, but may start as early as Wednesday, May 8, 2024. 210 days have been awarded for the construction of this project; the construction end date is tentatively slated for November 27, 2024.

On April 1, 2024, the City Council awarded the project to Utility Services Company for the amount of $1,189,370.48.

The PM for this project is currently working with the contractor to execute the contract. A pre-construction meeting will be scheduled once the contract is signed by all parties. 

The bid opening was held on March 21, 2024. The city received 4 bids.  Next step is to have City Council award the bid to the lowest bidder at the April 1st City Council meeting.

BACKGROUND:
In 2022, the City Council approved Baskerville-Donovan, Inc. (BDI) to design the replacement of approximately 1,400 linear feet of existing six-inch concrete water main with HDPE pipe for the Highpoint subdivision. The City Council approved the advertisement for the invitation to bid this project in 2023.
