Full-Service Water Storage Tank Maintenance and Management Request For Proposals (RFP)

STATUS UPDATES:

3.14.2025 The Project Manager has prepared all proposal documents and has sent them to Procurement/City Attorney for review prior to advertisement.

Staff received authorization from city council in 2024 to advertise a Request for Proposal for the maintenance and management of the water storage tanks.

BACKGROUND:
The City has been using Utility Service Company, Inc. for the maintenance of its water storage tanks since 1985 under an established agreement. The City currently owns, operates, and maintains five (5) potable water storage tanks, listed as follows:

1,500,000 Concrete GST - South Santa Rosa
150,000 Elevated - South Santa Rosa (Oaks Tank)
1,000,000 Concrete GST - Gulf Breeze Parkway
2,000,000 Concrete GST - Waste Water Reject
300,000 Elevated - Elevated Reuse Tank

Suez has acquired this company and has been continuing to honor the agreement. As per the terms of the agreement, the city is required to pay a yearly amount, and Suez is responsible for providing all the necessary cleaning, inspecting, and painting services. The yearly amount increases annually based on the consumer price index (CPI).  Staff would like to seek proposals from additional qualified contractors for the maintenance
program and ultimately enter a long-term, comprehensive maintenance agreement with a skilled firm to maintain the water storage tanks.
