The Federal Emergency Management Agency and Florida Division of Emergency Management have
received the following application for Federal grant funding. Final notice is hereby given of the Federal
Emergency Management Agency's (FEMA) consideration to provide funding in the form of Hazard
Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T.
Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.

Location of Proposed Work:
The proposed project is located at two locations within the Shoreline Drainage Basin in Gulf Breeze,
Florida 32561. Location 1 extends from Shoreline Park near Shoreline Drive south along Sunset
Boulevard to the Waste Transfer Station at South Sunset Boulevard. Location 2 extends along Loruna
Drive from Poinciana Drive to Futura Drive.

Proposed Work and Purpose:
The City of Gulf Breeze proposes drainage improvements at two locations within the Shoreline Drainage Basin in Gulf Breeze, Florida. The purpose of the project is to reduce recurring roadway and structural flooding and reduce the risk of future flood damage to surrounding properties. At Location 1, the project proposes construction of a new gravity-fed stormwater system extending from Shoreline Park along Sunset Boulevard to the Waste Transfer Station at South Sunset Boulevard. Improvements include a new concrete endwall adjacent to the lake, stormwater piping, manholes, an inline backflow prevention device, and a new concrete bubble-up structure with permanent erosion and sediment control elements that will discharge into the wetland south of South Sunset Boulevard. Portions of the system will be installed using trenchless micro tunneling methods. At Location 2, the project proposes improvements to the stormwater collection system along Loruna Drive from Poinciana Drive to Futura
Drive. Improvements include new stormwater piping, drainage inlets, a manhole, and connection to the
existing drainage system. The project will also include necessary demolition and removals, erosion and
sediment control, maintenance of traffic, utility relocation, and restoration of disturbed areas.

Project Alternatives:
The alternatives to the project that have been and will be considered are 1) the no-action alternative and 2) the
acquisition and demolition of several homes prone to recurring flooding, and the conversion of developed land to
open space. These alternatives to the proposed project are not viable because under Alternative 1, the City and its
residents would continue to face risks associated with recurring structural, yard, and roadway flooding; and under
Alternative 2, acquisition and demolition of homes prone to structural flooding would result in a higher-cost
alternative than implementation of the proposed drainage improvements.
Comment Period:
Comments are solicited from the public; local, state or federal agencies; and other interested parties in
order to consider and evaluate the impact of the proposed project. The comments should be made in
writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2489
Shumard Oak Blvd., Tallahassee, FL 32399-2100. These are due within 30 days of this notice. The
State will forward comments to applicable regulatory agencies as needed. Interested persons may
