The Gulf Breeze Comprehensive Plan serves as the community’s blueprint for thoughtful growth and lasting success. It reflects a community-driven vision that guides how Gulf Breeze will grow, change, and thrive over time. Through clear Goals, Objectives, and Policies, the Plan helps the City to:
- Coordinate decisions across departments and projects
- Provide clear guidance for landowners, developers, and residents
- Protect our unique natural resources and coastal character
- Plan for the services and facilities that make Gulf Breeze a great place to live, work, and visit

The City is updating its Comprehensive Plan to guide growth and development through 2050. This long-range plan establishes goals, objectives, and policies across key focus areas, including:

- Transportation
- Infrastructure
- Coastal Management
- Conservation
- Parks and Recreation

Existing Comprehensive Plan 2035
On August 1, 2022, the City of Gulf Breeze adopted Ordinance No. 01-2022, which adopted the City’s Comprehensive Plan 2035. The City’s Comprehensive Plan can be viewed at this link
On November 7, 2024, the City amended the Comprehensive Plan with the adoption of Ordinance No. 06-2024, Amendment 23-1. This amendment revised the Future Land Use Map. The Ordinance with the revised Future Land Use Map is attached at this link.
