2025–2030 Strategic Plan
2025-2030 Strategic PlanOn March 16, 2026, the City Council approved Resolution No. 07-2026, adopting the 2025–2030 Five-Year Strategic Plan. The updated 2025 – 2030 Plan builds on the success of the City’s first strategic plan (2020–2025) which emphasized resiliency and resulted in significant investments in infrastructure, utilities, and public facilities. Many of those initiatives are now complete or well underway.
The updated Strategic Plan reflects the City’s continued commitment to long-term planning and aligns policy direction, capital investments, and service delivery around three integrated strategic pillars:
Resilient Shores and Infrastructure – Strengthening the City’s ability to withstand environmental and infrastructure-related challenges through continued investment in stormwater systems, shoreline protection, utility modernization, and resilient public facilities.
Waterfront Revitalization and Access – Enhancing public access to the waterfront and supporting economic vitality through activation of the Gateway District, expansion of parks and trails, Blueway recreational opportunities, and improvements to shoreline amenities.
Culture, Heritage, and Community Identity – Celebrating Gulf Breeze’s history and cultural resources through historic preservation initiatives, neighborhood heritage programs, and partnerships that promote the City’s unique character and sense of place.
The Strategic Plan also provides a five-year implementation timeline and includes updated graphics illustrating major initiatives and funding strategies that support the City’s priorities.
Adoption of the Strategic Plan will guide future policy decisions, capital planning, grant applications, and annual budgeting over the next five years.
